The Commercial Manager will be responsible for overseeing the commercial running of a national technical hard services contract on a major government contract in Scotland. The role will be based in Scotland and will be part of a high performing technical engineering service provider, with a focus on governance, meeting or exceeding key business performance objectives, and ensuring that commercial risks are properly identified and always managed.
The role will oversee the NEC4 contract framework and software platform, working with contract leadership to ensure the smooth commercial running of the contract including ownership of risk & ops, WIP control, contract change events, payment application and cost audit function. The role will identify commercial risks providing solutions for mitigation and wider improvement opportunities within both the contractual terms and operational delivery.
The candidate will possess understanding of NEC4 contract framework and be conversant in software operating platform such as CEMAR or SYPRO

Main Duties and Responsibilities
Management of KPI process including coordinating any mitigation or information to ensure the contract performance is maximised.
Management of the NEC4 framework including all early warning, compensation and business Processes relating to compliance of the contract
Ownership of the contract application process and ensuring applications for payment are completed successfully
Undertake risk reviews of Contract Terms and Conditions identifying any risks, mitigation and opportunities against the current delivery model.
Provide contractual advice and support to the operational team and co-ordinate responses to any contractual queries where required
Support capital project work packages between £500 - £150,000, valuation process and associated tasks
Oversee supply chain performance management, negotiations and payment process
Act as focal point co-ordinating all commercial and contractual matters with client’s procurement team.
Act as point of escalation in the resolution of commercial applications and aged debt queries.
Supporting operational team and working in conjunction with the central procurement function with commercial Management of Supply Chain, ensuring that commercial terms are aligned with the Main contract and that best value is derived.
Direct Management of commercial surveying and administration of the contract.
Qualifications and Experience
Effective managerial skills, including the ability to influence outcomes and motivate a team
The candidate should hold a bachelor’s degree or have minimum 5 years Management in a legal or Management surveying financial background
Excellent Knowledge of Forms of Contract.
Experience in Construction or Facilities Management.
Excellent communication skills including presentation and written report writing.
Good PC skills, including advanced Excel
Security Clearance to NPPV level 2 will be a mandatory requirement of this role
