The role of Technical and Compliance Manager will be responsible for technical engineering, standards and statutory compliance, working on behalf of the Scottish Police Authority across Scotland.

The role will work closely with operational delivery teams to deliver business continuity, assurance and ensure our clients estate complies fully with electrical, mechanical and fire safety regulations.

The Technical and Compliance Manager will be responsible for providing the contract leadership team with assurance and oversight in several workstreams including Fire Risk Assessments, Water Treatment, Electrical (LV&HV), Standby Power Systems, Mechanical, Fabric and Pest Control services. The role will also provide oversight of all corrective actions and new works recommendations. The role will be gatekeeper for quality control, ensuring statutory documentation is delivered to the highest standard.

The successful candidate will oversee technical training requirements of the workforce and provide recommendations to the Operations Manager to maintain the highest level of service, business resilience and employee development at the 12 major critical buildings in the client estate initially in the contract start up period.

The role will oversee emergency planning procedures for the contract in the event of a major critical incident which affects client operations. This includes future investment planning to mitigate risk of operational failure, critical incident planning and critical spares oversight working with local teams to implement bespoke training which aligns to the requirement of the estate.

Where required, the Technical and Compliance Manager role will deputise and support the Operations Manager in managing area operations.

Customer relationship management is a key part of the role, to support current and emerging requirements within client organisation and be part of a team which delivers an excellent customer experience.

***The prospective candidate must or will obtain Non-Police Personnel Vetting Standards (NPPV) Level 2 and/or 3 to be considered for this role***

Main Duties and Responsibilities

Technical standards oversight and control for engineering delivery

Compliance oversight, management, and control of key compliance subjects such including fire risk assessments and asbestos services

Asset management change control for the contract

Strict statutory compliance documentation and portal control

Devising site specific training plans, toolbox talks and operating procedures for engineering teams

Performance and technical management of highly critical supply chain partners

Control and oversight of Authorised Person (AP) / Senior Authorising Person (SAP) for the contract.

Critical Spares Management and oversee delivery into regional teams

Create and maintain critical asset tracker and ensure asset uptime is maintained.

Reviewing and challenging statutory certification to ensure highest quality of output is delivered.

Provide technical and operational support to helpdesk and support service functions

Leadership and lead by example in culture of safety, opportunity, inclusiveness, and diversity

Partnership with operational teams to deliver a contract which achieves 100% statutory compliance, KPI adherence and critical engineering asset framework protecting and enhancing customer assets

Ownership of customer relationships, delivering exceptional customer experience, true partnership and collaboration

Ensuring that all employees have the appropriate skills, knowledge, experience training and qualifications to fulfil their role

Ensuring that all direct and indirect reports are aware of their responsibilities with regard to the Health & Safety, Environmental, Sustainability and Quality policies

Qualifications and Experience

Experience of working in a similar role for a Hard Services service provider.

Has/or can obtain security clearance to NPPV Level 2 level (mandatory requirement to work on contract)

Strong technical engineering background working in a fast-paced hard services environment

Core technical qualification in Electrical / Mechanical engineering

Demonstrate an understanding of the legislative requirements that impact on the client’s property.

Relevant H&S qualifications for the position (IOSH, NEBOSH, SMSTS)

Good communication skills including presentation and written report writing.

Excellent PC skills, including CAFM System (Concept, Maximo etc) Teams, Sharepoint, Excel,

Full driving license.

Strong management skills and ability to form collaborative working relationships and communicate with a large and varied delivery team.

Self-motivated and enthusiastic, with good time management and leadership skills.
